DC Pension options if Non Resident at Retirement age

Have tried to find some info online but nothing really that i can see that is relevant

If you are non resident in Ireland, and have been for a number of years, when you get to retirement age what are your options with your DC pension which you have contributed to in Ireland.

Can you just move the entire fund to your country of residence?
it would be more than likely outside Europe
and possibly a country with no Double Taxation agreement

Is there a tax liability if you move it all?
Are you obliged to move it?............ would more than likely want to move it anyway for more favourable tax/inheritance reasons....

If anyone can point me in the right direction much appreciated......
