online ebay is the best for bargains but usually overseas sellers so delay in getting them, donedeal.ie or adverts.ie and meet in person if you are willing to risk dealing with idiots and sorting through endless lists of fantasists who want retail price minus €20 for a phone they have been using for 3 years.

Any of the backstreet 2nd hand phone sellers/unlock places, couldn't reccommend any in particular and not particularly cheap compared to ebay but quick and slightly less likely to get taken for a ride than donedeal.

Argos have their cheapest own brand smartphone for €65, imagine it's not up to much though, if you can live without the smartphone then they do a basic phone for €17.

Does it need to be unlocked? Depending on the network you might find something acceptable in their prepay range although the Irish networks rarely have bargains.

I needed a few (very) cheap smartphones a while back and ended up getting them from one of the UK networks retail stores prepay then unlocking through ebay, worked out at €30 per phone including £10 top-up. Probably no use to you but shows the difference between Irish and UK for price, can currently get a smartphone for £1 and £20 top-up from some of the UK networks, crap phone but still a phone for a quid.
