Accessing foreign dns servers

I need to access foreign DNS servers. I started using a vpn recently but it doesn't change my dns location. I use google's open dns but that dns location is restricted to the USA. Can you recommend any dns servers that are location specific? Thanks

Smartdns providers offer this service. The likes of unblock.us or getflix allow you to chose a specific region based dns.
