Do Paypal provide any better protection then e.g. N26 or Revolut?

    I often find myself using paypal on some Chinese sites, but i use N26 and/or Revolut for my purchases.
    The other day i was buying something on ebay and the exchange rate was crazy using paypal, so i tried to buy it with my card (N26) and i was still getting the over inflated exchange rate.
    I messaged paypal, and after a few back and forths, they told me that they are having issues with ebay allowing people to use their banks to do the exchange themselves and continued to tell me that i could just send the money to the seller manually through paypal.
    In the end i did not buy the item, as i was unable to buy it on ebay without their high exchange rate. paypal have told me that they will notify me when the issue has been rectified, but could not give me a timeframe.
    I found that more of a hassle than anything else. It is nearly a week and still no notification.
    Are paypal worth it anymore?
    N26 or Revolut and others will allow you the same service, and should anything go wrong they can also help you.

    P.S.
    I was also ripped off a while back by Gearbest and paypal were no help at all to me, because they were not (then) aware of the scam with the post tracking.

    Is it just as secure to secure to use N26 or Revolut without bothering with Paypal?
