I am a US citizen wishing to marry an EU citizen in the US. I live in the US and she has lived in Ireland for 11 years (she is 22 and I am 25). We have been together for 8 years, visiting each other just about every year, so we have plenty to prove it's not just "for the visa" or other less sincere purposes. We are management level in our areas of work, so we will not be relying on the state. Our question is thus: What visa will we need, if any, or can we just go through security and register with the garda or whatnot?

And would there be any issues in regards getting the card and staying in Ireland or is it a straight forward procedure?

I have found the EU1 form that would need to be filled, but I am a little confused. It is asking for us to provide bills that would be in our name and also it is asking for a PPS number. How could I get either without even having lived here? My girlfriend and I have not cohabited.

You can find some information here http://www.citizensinformation.ie/en/birth_family_relationships/getting_married/getting_married.html

Also you can have your future spouse go into one of the centres and get info there

We won't be getting married in Ireland, but the USA. But thank you!
