    In mathematics it denotes the factorial operation.
    Many computer languages use "!" at the beginning of an expression to denote logical negation: e.g. "!A" means "the logical negation of A", also called "not A".
    Some languages use "!" to denote a click consonant.

    Is it's appearing for you as a picture in a pop-up window of some program, with no explanation text? When you try to carry out a particular task?
    Surrounded by a yellow triangle?

    In that case it meant that the program is trying to bring something to the users attention.

    It could mean that the operation halted for an unexpected reason, or a warning that proceeding could have permanent unwanted affects, or just a windows update will be installed at shutdown time. We can't know without an idea of the programs that are causing it.
    You'll need to provide more information and background detail.
