Premier broadband are looking for an extra fiver a month to change my line to a static IP. I can't access PSN as there telling me that they were using a Public IP and someone on the network got their IP banned and it banned the entire network and all PS4 on the network....is this for real? Is it legal? Should they not have been using different IPs for each account?

They don't have to, but really they should. Doing NAT like that makes your connection more like phone data than a "real" broadband connection.

    Common setup among small WISPs.
