Hedge removed

There is a large grassy area surrounded by a hedge approx. 4ft tall where I work (a university campus). Over the last 2 days about half the hedge has been removed by builders. There was at least 1 pair of Dunnocks and 1 pair of Robins nesting in the hedge. Not sure if they managed to fledge before the cutting. I informed the estates office yesterday that they were committing an offence under section 40 of the wildlife act but the cutting continued today. I have informed them again that a criminal offence is being committed. I have asked them to provide a copy of any permission they received to cut during the closed season but no response. What next? Make a formal complaint to NPWS?
