non contributory pension or IQA?

Can some one please tell me the circumstances that differentiates between the two?

My father is getting the contributary OAP, has a weekly private pension of €33 and rental income of €127.

My mother is getting the non contributory pension of €127 and €40 weekly uk pension.

My mother has received a letter stating that if they as a couple are receiving over €505 per week then she is not entitled to any non contributory pension.

As far as i can see if my father was getting IQA for my mother then only her income would be assessed and she could earn up to €100 per week and still receive €213.50 IQA.

I'd appreciate if anyone could tell me if this correct as it doesn't seem to make sense to me?

    Thanks

I've a similar question so didn't want to start a new thread.

Can a person get both a Non-Contributory pension & IQA? Or is it a one or the other choice?

And if it is a one or other choice how much assets would the couple need to determine which would be best to apply for (let's assume the only income is the spouses State Pension (contributory) and the spouse has assets in their name only)?

Obviously it’s one or the other as you can’t be both a pensioner and the dependent of a pensioner at the same time.
The most efficient thing to do is to apply for both and the let the dept do the sums with the evidence you will have provided. The sums can be checked at your local CIC.
You will get a response to the non con pension application before the adult dependent application because I happen to know that there is a serious back log in the adult and child dependent section.
But the dept will automatically put the spouse on the higher payment should one calculate higher then the other.
