Council has blocked our access road to the back of our ex council house

Last year I bought a old semi detached council house. It was bought advertised as having a rear access road.
There is only a small gate leading to the back from the front only big enough for a lawn mower.

Before we moved in the council put up a locked gate blocking the road and put up a sign saying private property of Irish water .

We are now suppose to get out local mp to come down and unlock the gate if we need access.

Can anyone tell me if this is legal. And I can do about it

Can you ask Council for copy of key?

Same thing happened near my parents' place - the houses effected were given keys.

Mod Note: The same thread was already closed in Legal Discussion. You really need to speak to a solicitor and speak to the council.
