    Does someone still need an assigned certifier and designer if their planning permission came in before the new regulations in 2015?

    Yes, depending on the scope of the build.
    The new Regulations that came in back in 2014 is an administration change, not a technical change.

    For example, i'm on a site now, house granted in 2007, it has to comply with all the current regulations.

    No, if you haven't lodged commencement notice you can Opt Out of the requirement to have an Assigned Designer/Assigned Certifier. You still need to comply with building regs and in opting out, you're taking the responsibility yourself to ensure that the building complies. A bank will still require a qualified engineer to sign off on the build too.

    It's when you commence, not when the PP was granted. Opt in or Opt out.
