Problems with Flatting

A few months ago I painted a panel covered with this kind of vinyl film with a few coats of water-based flatting to make it more scratch-resistant. The blurb on the tin said it'd be suitable for every surface, and that no primer was required. However, nearly four months later, the panel is still very tacky, and the flatting is already coming off from the parts that are more used. Also, it doesn't seem to be waterproof/water-resistant at all.

I was wondering, if I remove the old water-based flatting and use a 'normal' marine flatting, would that work, or would the solvents melt the vinyl underneath?

If flatting isn't the right product to use, what else can I get to give the panel a smooth, glossy, clear waterproof finish?

    Thanks.

None sorry. The panels behind it sound very resistant to product, being wipe down and scratch resistant.

Would it be a big job to get rid of them?

Have you a sheet to test ? Can you try SBR or a similar primer
