Roaming post June 15 - Is throttling allowed?

    With the post June 15 roaming changes coming in to play shortly can providers have throttling enabled for certain websites like Youtube and other high data useage websites to limit what customers can view?

    They wont have to, 3G will always be pretty mediocre.

    I suppose there's nothing to stop an operator only offering roaming on the 2G network only, no access to the 3G or 4G networks of the foreign operator?
