Just wondering what is the name of this shrub and when should I take clippings from it?

Agreed. White flowers appearing on mine in the last few days. Should be a beautiful scent from it.

It's a double-flowered Philadelphus. Also known as Mock Orange, from the beautiful scent.

You can take soft wood cuttings in Spring or harder wood cuttings from mid Autumn to early winter. Propagates very easily.
