VRT on 7 seater jeep

Hi folks, just wondering can a person bring in a 7 seater jeep, landcruiser for example, crewcab it here and then pay vrt on lower rate for commercial vehicles or do you have to pay it based on the vehicle being orginally a passenger? thanks
