If a child is a flight risk which was noted on all reports before the child was accepted into the school, and has left school grounds a couple of times and went wandering; should the child be granted full access to an SNA or is that only in extreme cases does anyone know? If so, is it stated in wiring anywhere??

No, it's not stated anywhere I'm afraid and getting a full SNA for anyone now is a huge struggle.
