    Enquired from TG4 on possibility of TG4 (if and when) going HD on Saorview.
    Reply received as follows:-

    A chara
    Our discussions with Saorview regarding HD carriage are ongoing. You will appreciate that these are commercial negotiations and that the "availability" of any service is subject to mutually acceptable terms for the parties involved.

    I cannot, at this stage surmise when our negotiations might conclude but it is our wish too that we have HD versions of our service available on all platforms, including Saorview.

    I don't understand what they mean by 'commercial negotiations' in that email. Since they are a publicly owned body, it's merely moving taxpayers money from one part of the government/public service to another to 'fund' TG4 in HD. It's more of a mystery that they are not in HD on SV than the reasons TV3 aren't on it.

    While that may be the case, 2RN as a regulated entity are not entitled to treat any customer (including their own parent RTE) any different, just because they happen to be a public sector customer rather than a private sector customer. For better or worse, the rate card is the rate card (and it ultimately is the reason TG4 and other non-RTE channels are not in HD on Saorview).

    2RN need the money from TG4 and TV3 to help pay off their big loan. If they gave HD to TG4 for free then they would be adding a loss on to their books every year. I know some people would say that the licence fee should be used for these purposes by redirecting the high wages paid to the presenters. But that would probably not be enough.

    RTɒs banking arrangements and facilities are very important to the
    organisation, together with reviewing the adequacy of facilities. This
    focus on funding remains a key priority for 2017.
    At 31 December 2016, RTÉ had bank borrowings of €57.9 million (2015
    €50.6 million) comprised of:

    • 2rn, RTɒs transmission subsidiary, has a €40 million project finance
    loan facility agreement with Barclays Bank as part of the funding for
    the transmission and distribution infrastructure required for the Digital
    Terrestrial Television (DTT) project. This facility is outstanding at 31
    December 2016. An additional term loan facility for €13 million was
    also arranged in 2014, which was fully drawn down in 2016. Capital
    repayments on this loan will commence in 2017.

    • The Bank of Ireland term loan facility drawn down in 2012 and
    repayable over a five-year period with €1.9 million outstanding at 31
    December 2016. In January 2016 a new revolving credit facility for €15
    million was also arranged, of which €3 million is drawn at 31 December
    2016

    It looks like RTE have to go at it alone with just a little help from Virgin Media and TG4.
    An idea would be for RTE to take control of Mux1 only and let VMtv and TG4 go to Hell with Mux2, see how they manage, if it fails TG4 might jump back to Mux1. Its a mess unfortunately.
    Another thing, I'd love to see RTE 1&2 upscale to full High Definition (1920 by 1080i).

    The two muxes are licensed to; operated and managed by RTÉ, with the content multiplexed at Cookstown/Donnybrook for onward distribution/transmission by 2RN. Until such time as VM/TG4 are issued with a multiplex licence the status quo remains and the engineers in RTÉ will decide how best to manage the multiplexes under its control as per the contracts with its clients.
