Dog poop

    We live in an estate which has a common green in the centre of all the houses. It is maintained by the local authority although all of the neighbours invest their own time making it neater/ better than it would be otherwise. It's an area with a lot of young families and every evening year-round the kids are out there playing. It's really lovely.

    A man from a neighbouring estate regularly walks his dogs here and does not clean up their poop. There is a park as close to him as our estate is and his own estate has common green areas. All the kids around here have come in with poop on their shoes or clothes which is annoying but thankfully has not gotten into a mouth or an eye yet.

    Of course we can't prove that all the poop is his but he has been caught in the act on a few occasions and refused to clean up or even acknowledge the problem. Do we have any rights given that this is not his estate or would the guards be the next step in trying to get him to stop?
