Replacing plinth render

Looking for advise about the plinth level of a house we're doing up. The old paths had to be removed as they all sloped towards the house. Because of this the old plinth from ground level up had come away from the walls nearly all around the house. There were other issues, the ground level was higher than the paths and on removing the old plinth that was already falling off the scratch coat was rubbish and nearly as smooth as the finished render so it looked like they never bonded correctly.

My question is, what's the correct way to replace the plinth ? Do we use a lime mix for elasticity and is there a way to maximise water resistance can this be done without doing much to the existing render about the bell cast drip?
