    NCAP standards increase over time. So a cars tax rate will need to adjust over time.

    VRT is currently based on emissions which also change over time. So what is your point exactly?

    VRT is based on the market price of a vehicle. Motor tax is based on emissions. But the model will generally have the same emissions stat, unless it's a volkswagen, but over the years it's ncap rating will be retrospectively perceived to be lower. 5 star 15 years ago is less than 5 star now.

    All things being equal cars with a higher NCAP rating are safer.

    So why aren't cars with lower NCAPs penalised and cars with higher NCAP ratings given lower or no VRT?

    No VRT on the highest rated cars and higher rates on lower rated cars ....

    So in one sweeping brush you've completely killed off any market for a car passed a certain age.
    Classics would end up costing a fortune.
    They could pop the motor tax onto fuel and let people have whatever car they wanted without having to pay draconian rates.
