Read the charter please, this is not allowed.

Any tattoo artist that is willing to stoop low enough to tattoo someone under 18 (still a child in the eyes of the law) is not someone that I'd trust to follow health and safety guidelines either, keeping their equipment sterilised etc.

Assuming that it isn't you, I'd recommend advising that they spend the time till they're 18 planning what they want, and saving the money to get it done by a great tattoo artist for the style of work they want done.
