There's no duty free when travelling within the EU.

All shops in Spain sell at the very same price, here's the official prices of tobacco products sold within Spain, click on "Exportar a PDF" to view a full listing...

My experiences having travelled alot throughout the world is that often cigarettes are cheaper in regular shops outside of Duty-Free, in some Asian countries especially Duty-Free tends to priced in Dollars and 200 cigarettes could be more expensive than if you had bought them in a 7-11 or a supermarket instead.

As Spain is in the EU there is no Duty Free but you are restricted to bringing back 800 cigarettes as far as I know.

The Canary Islands are not considered to be in the EU for the purposes of customs though when I arrived back in Dublin airport from Lanzarote in Feb 2015, I was pulled over and they put my bag through a special scanner looking for cigarettes.

Revenue says 800 is the limit for most of the EU
    http://www.revenue.ie/en/customs/leaflets/pn1878.html

And they should be for personal consumption, so don't bring back different brands or Customs would be suspicious and possibly seize them.

However Revenue says 300 is the limit for these EU countries
Bulgaria, Croatia, Hungary, Latvia, Lithuania and Romania

I myself travelled from Romania back to Dublin last week and just brought 300 cigarettes as per the Revenue advice. I had 600 cigarettes seized out of 800 whilst coming home from Thailand around 5 years ago so didn't want the hassle and waste of money if I was checked, plus maybe a fine or whatever the penalty is.

20 Benson and Hedges cost the equivalent of €3.35 in a Romanian Carrefour (like a Tesco supermarket).
