Dishwasher not heating all the time

I have a zanussi zsf 6161 dishwasher that isn't rinsing properly or heating up all the time. Only occasionally it,ll heat up and will wash with hot water. Thought it was the element but if it was the element surely it would be totally broken and not work when it feels like. What else can I test?

I would suspect a dirty water filter as it fills on time, check the filters at both ends of the fill hose.
