'N' stamps - hedge against future rate increases?

    I notice that An Post have 'N', National rate, stamps for sale. Are these a recent issue? Does it show that they don't have plans to increase the standard rate for a good while?

    Since postal rate increases have far outstripped inflation recently, is it possible that stocking up on these 'N' stamps could be a good investment? I'd imagine it would only be the case for personal use, as there's probably no resale value on stamps.
