Low water in toilet bowl

    Hi there,
    Im wondering if someone could help please! the water level in the downstairs toilet bowl is low but when you flush the water level rises. it does drain away quickly enough though but does this mean there is a blockage causing a vacuum somewhere? the upstairs is fine but that could be draining else where i suppose... its an old terraced house and i checked around the manhole cover (which i couldn't prise up- its under decking so i couldn't get a grip) and there was no water around it.
    so- do i need a plumber or a plunger? :-)
