sewage smell from manhole

There is a manhole on the path outside our gate, which has an awful smell of sewage coming from it. I have noticed the same smell from a similar manhole further up the street in our estate. I asked the council about it, but they said to contact Irish water. 

Is it possible to report this to be checked out?
