    Hi,
Just wondering if it's possible to get a sim for a phone that doesn't require topping up or bill paying each month?

Basically this phone will only be used to receive calls/texts and will not be making calls/texts or using data.

Yes, but you need to top up every 6-12 months and make a call depending on the network to keep it alive.

Just checked a Tesco PAYG SIM with zero credit on it (has not been topped up in over a year, maybe longer), it could make a 1800 outbound call and receive an incoming call and incoming SMS. I wouldn't be relying on it but it does still work.

Would the different providers meteor/ vodafone/02/tesco etc have different rules regarding this?

    Yes, they do.

Vodafone require minimum 5 euro top up every 8 months (every 6 months for outbound calls / SMS).
Meteor require minimum 5 euro top up every 6 months (every 5 months for outbound calls / SMS).
    I don't know what Three's policy is.
Tesco appears to be open ended but they have a clause stating they can stop service whenever they like without notice, this seems to happen to people roaming abroad but has happened while at home too.
