Is a permission required for a roof mounted lighting tube i.e. dome on roof rafter and silvered tube to room underneath. Building has permission but permission refused to retain velux type rooflights. Have not sized lighting tube yet for room size c.13 sq. m.

It would likely depend on size and position.

If you don't having planning for a velux and you propose to install a light tube in lieu, I would have thought the dome on the roof would be rather large to provide sufficient daylight for the space.

These tubes in my opinion are not great, very inefficient.
