Tax relief for drivers with disabilities (VAT and VRT)

    So I want to buy the new Ford Focus 1.5 diesel ST Line as a disabled passenger. They are €27k new with my local Ford dealer. There is a 2017 Ford Focus at my local ford dealer which has been used and there is some mileage on it. He said this would cost €25000. He also said he would take €5000 off the price for my own 08 Peugeot 308 (which has a big dent on one side of it!) so I was delighted when he said this cos I would hardly get €1500 for it if sold privately. He kept going back and forth with different figures so I don't entirely trust him. So for that reason I'd like to work out the VAT and VRT on €27000 and work out the VAT and VRT on the €25000 used 2017 Ford Focus minus €5000 for my car and a ddai discount of €700. Could someone here work out both scenarios so I can see if it's even affordable for me? Is it always the dealer that works out the true figure of VAT and VRT or would I have to contact revenue to get a true figure? I just know that this guy will try to confuse me with figures when I go back.

    I think I was reading that VAT is fixed on the open market selling price by revenue but how does one calculate what the open market selling price is on this car? This car is a little cheaper with other dealers around the country but I'm unable to travel that far so I def want to buy the car locally so I can help my gf negotiate etc.

    Someone was saying VAT is 19% so we'll say the car is €26k OMSP for arguments sake. €26,000 x 0.19 = €4940. €27k minus €4940= €22060 less 23% VAT=€16986 less my car (5k) less discount (€700) = €11,286. Is this correct?

    Does the scheme apply only to cars with zero mileage or can I use the scheme towards the Ford Focus that is a few months old and €2k cheaper? If so how much would this come to? I would prefer this option if it worked out cheaper but maybe the VAT and VRT is less and it works out the same?
    I don't have a clue about this stuff I'm only just learning about it now I would appreciate any help with this, apologies for the very long post and thank you if you got this far!
