I have a built in mdf unit sprayed black. Part's of the unit are rough to touch like it didn't get enough sanding. I would like to change the colour to something brighter. I need advice on painting it please

Light sanding concentrate on furry edges
    Clean
    Coat of zinnseer bin primer
Light sand and re coat on edges
    Under coat
    Very light sanding
    Finish coat possibly x2

Thanks for replying , now I have a plan of action. I was worried about the rough parts, what grade sandpaper should I use
