I just checked my PAYE online for first time and it says for each of my tax years 2013 to 2016 my form 12 is outstanding? Is this just a general format and does everyone's say this or is there a reason why it is just on mine?

Ya, it's standard. If you haven't been required to file an Form 12 for these years, you still wont be. It's worded pretty bad
