I had an old car that failed its NCT last Feb. I've been declaring it off the road since. However I missed the last notice to declare it off road before the start of Feb 2017.

I now want to scrap the car. Am I liable for the tax liability since Feb of this year, or can an authorized scrap dealer handle this for me?

No, you need to pay arrears only when you want to tax it again.

Scrap the car and arrears are wiped. Be aware that the car cannot be on a public road untaxed ,so needs to be towed.
