Garda Commissioner to Appeal Fixed Charge Offence ???

Have just received a registered letter from Assistant Commissioner for An Garda Siochana relating to a Motoring Conviction from 2007. Letter is telling me that due to the fact that the correct procedures were not followed that the commissioner will appeal the conviction if I give consent.  
Has anyone ever had a similar scenario?
I had totally forgotten all about it until the letter arrived. 
Go ahead and let the commissioner appeal on my behalf?

I would proceed carefully and if necessary contact a solicitor.

Would this be the listing of a late appeal but allowing it on a consent basis ?

What about consequential losses incurred as a result of the convictions ?

Note that where it says "Garda Commissioner to Appeal", it will be someone on behalf of the Garda Commissioner. The Commissioner herself likely has no personal knowledge of your case.
