I am currently working as EO in Civil service (just started). I now have an offer from a Public Sector institution in an entry level ICT role. Would like to get some advice on whether to accept the Public Sector role. In the civil service role various projects would be assigned to you but in Public Sector role if you dont know something you can just escalate the issue to 2nd / 3rd level.

Would depend on where in the Public Service . Where I work , the structures dont exist to help further your career . I know of quite a few helpdesk technicians who do as you say escalate everything as its the easy option . However there is no incentive to learn and also little or no opportunity to grow and develop.
There are definitely corners of the public sector where you can hide away and do as little as possible , but in the medium to long term these will harm your prospects . However with the civil service there is always going to be an option to progress or do weel if you are interested and if you are not , hoepfully someone there to give you a kick when needed.
Feel free to PM me as I know my organisation is recruiting an entry level person at the minute so it might be you !
