You have to inform both clubs and make written or online request. Depends on time of year too when they are accepted. Can't play in championship with two different clubs in same year is one I recall, but there are other restrictions and some counties tend to be more rigid than others.

    All here: http://www.gaa.ie/mm/Document/TheGAA/RulesandRegulations/12/19/54/2015OfficialGuide-Part1_English.pdf p68 onwards.

What if your club won't let you leave

Not sure they can unless you are in breach of overall rules. There were some high profile cases in Dublin as when Fennell left O'Tooles to join Vinnies but they upheld it. Dublin be a bit different maybe in that 'parish' affiliations are often pretty vague other than for the smaller clubs.

If they really insist on standing in your way the only way you can transfer is if you haven't played for them for a year AFAIK.

If you have no team (dunno whether you're underage or not), then that can be the grounds of your transfer - i.e the club isn't affording you the opportunity to play

    Does a transfer cost anything?

Mate is looking for a transfer as no team in his parish. Club secretary says he must pay 200 euro? He said something about insurance which I'm a bit sceptical about

That rule does not apply - was applied incorrectly in the past.

There is no Parish Rule in Dublin.

Could be trying to get the club membership paid up before the transfer is granted by the club.

Normally a very small transfer window at the start of the year in which the transfers must be submitted. Inter county transfers can be obtained at any stage during the year,

was told we would have a team and now they have no team, as the lads have decided not to play this year. Club won't let the lads go to a different club even though there is now team. They have missed out on not playing the last 3 games because of no team

Club can object but the final decision rests with the County Board.

Well in Dublin if you forfeit more than 2 games you're pegged out of the league - unfortunately there's nothing you can do now (imo) other than wait for the window to open in December
