What is this 'hole' in the engine

    I was looking into the engine of a 00 VW Bora and saw this (please see photo's)
    It is in the area of the gearbox. The redness is rust.

    The car has begun to drive very slowly with V poor acceleration. I suspect the clutch is close to its end.

    Can any one tell me what is below the opening?
    also am i right about the clutch coming to the end of its life

    That's just an inspection hole for setting the timing.

    should it be plugged?

    what is the consequence of it not being plugged?

    It should be plugged.

    Most aren't.

    There's always a risk that a bolt or small socket could fall down there.
