    Does anyone know who is responsible for the roads and footpaths in the Park, if it indeed is a single party for both?

    Nope, they're responsible for the management of the cultural heritage sites such as Farmleigh and Áras an Uachtaráin but not roads and footpaths within the park in general to my understanding.
