Fibreboard Underlay for Laminate Floor - Can you walk on it?

We are about to move into our new house which currently has no laminate down as we are waiting for the painter to finish and a few other trades to finish. To save the dust and mess of walking on concrete and dust all over everything I was thinking of putting down fibreboard underlay and using that as the floor for a few weeks before we put the laminate down.

Does any one know how strong fibreboard is? Could you walk around on it and then just put single boards down on anything that had weight until the lamiate is done?
