Replace Kitchen tap without water shut off

    I have a leaking mono block kitchen tap in an apartment that I need to replace. 
    After searching every access panel in the apartment and tracing the pipes to the kitchen tap I cannot find a shut off valve. 
    Is it possible to replace the tap without shutting off the water or I am just going to flood the building? 
    There appear to be shut off valves in the car park but I have no Idea which one would turn off the water for my block! Even if I get a plumber I think he will have the same issue! 
    HELP!!!!!

    look for a plumber who has a system to freeze the pipes leading to the tap. They should be able to put in a shut off valve for you as well

    Surely there must be a way to find the water shut off? If you find a way around it this time, you will need it another time.

    Neighbours? Management company?

    Do Not Attempt to change your kitchen tap without having the water completely isolated.
    Turning off a pump is Not a means to isolate water flow as water will still pass through the pump.
    There should be isolation valves of some description in the apartment. For some apartments with high pressure water and unvented cylinders it may consist of one single valve. Or a stop cock buried behind kitchen units with the hot water isolation elsewhere.
    Standard systems will have valves on the hot press.
    If you are inexperienced Do Not Attempt this job with a DIY freezer kit. They can thaw quickly and will only hold mains water for a very short time.
    I have over 30 years experience and I do not need to carry a freezer kit.
    As said above, contact a Plumber or at least the Management Company for advise.

    Not only do you seriously risk flooding your apartment, you risk others aswell especially if you are not ground floor
