Building new roads as a means to alleviate congestion

There is a plan to spend 150 million euro on a new ring road around Limerick. It seems that many people are stuck in traffic and the conclusion among politicians and the general public is that a new road is needed.

But all the research I've done on this suggests that such projects don't actually solve the congestion problems they are meant to solve due to the phenomenon of 'induced demand' and that they inevitably lead to car dependency and unsustainable, low density urban sprawl, which is bad for a city on both environmental and economic grounds.

Interested to hear people's views on this! On the Limerick forum most people are gung-ho in favour of the road despite the suggestion that it might not be a good thing.
