Upstairs windows

    My mother is about to start building a two storey house. She is querying whether the upstair windows need to open or can there be small windows that open across the top instead. We were querying if there is any safety legislation that requires there to be large window openings upstairs for fire safety etc.

    Part B (Fire Safety) of the building regulations require an opening means of escape from every habitable or accessible room.

    So no, she cannot do what she wants here, they have to fully open in accordance with the measurements in the above document.

    Your architect/engineer/Surveyor would have halted the fitting of the windows when it got to that stage anyway.
