The lawn from hell

I inherited satans lawn and to be honest did sod all (see what I did there?) with it. It's now clumpy, rough and no longer really lawn to be honest. I've planted bushes around it so I dont really want to go at it with weed killer. I was thinking of rotovating it and raking it level but I've recently been introduced to a thing called a turf cutter. Would that be the better option or do they require smooth ground?

Any suggestions (apart from try and make your jokes funny) welcome!

    TIA!
