Granting Wikipedia permission to use my photo

I received a message on Flickr from a volunteer Wikipedia editor asking if he could use one of my photos (which is a photo of a landmark in Carlow).

I'm not a professional photographer by any stretch of the imagination although I've taken the odd decent photo. I'll most likely never earn money from photography but I don't want to totally relinquish my rights to my photo. To give permission I have to attach a consent form. I really don't like this line in the form
I acknowledge that by doing so I grant anyone the right to use the work, even in a commercial product or otherwise, and to modify it according to their needs, provided that they abide by the terms of the license and any other applicable laws."

I have no problem with someone downloading my photo and using it for a school project or something but I don't want someone using it for advertising or using it in some other way I disapprove of. I know anyone could just download the photo anyway, but I don't want to actually tell them they have my permission to do so.

So my question is is there any way I can give permission to Wikipedia to use this photo but restrict it's usage to only non-commercial purposes? Or if I give them permission have I totally lost any say in what my photo is used for? I know absolutely nothing about how these things work.

Is the licence they refer to yours or theirs?

If you feel that way I would reply and ask if they have a non-commercial alternative. If they do then take that, if not then you can decline.

I don't quite understand it but I think 'terms of the licence' refers to a creative commons licence. This is the full consent form:
I hereby affirm that I, **** ****, am the creator and/or sole owner of the exclusive copyright of the media work attached to this eMail.
I agree to publish the above-mentioned work under the Creative Commons Attribution-ShareAlike 4.0 International.
I acknowledge that by doing so I grant anyone the right to use the work, even in a commercial product or otherwise, and to modify it according to their needs, provided that they abide by the terms of the license and any other applicable laws.
I am aware that this agreement is not limited to Wikipedia or related sites.
I am aware that the copyright holder always retains ownership of the copyright as well as the right to be attributed in accordance with the license chosen. Modifications others make to the work will not be claimed to have been made by the copyright holder.
I acknowledge that I cannot withdraw this agreement, and that the content may or may not be kept permanently on a Wikimedia project.

From what I remember to be included on Wikipedia you have to license the image under a very permissive creative commons license, typically they're also shared/hosted through Wikimedia commons.

Don't like it ? Just don't do it.
