I've just moved to an s7 from an iPhone and used iCloud photo library, it had the option to store low quality pics on the phone but keep the original high quality in the cloud.
Is there any similar alternative or even something that will backup pics?

Google photos will back up. Their free option provides unlimited space and is suitable for the camera on the S7. It slightly compresses them but you really wouldn't notice.

I use a single Onedrive account as the cloud photo backup for my Nokia, my wife's iPhone 7 and my kids android phone, as well as any photos taken with a real camera.

It's very handy to have all the family photos in one place I find.

72gigs costs me 99c per month. But I prefer that to Google prying into my photo collection or my web traffic or email for that matter.

Google photo backup is only free up to 15Gigs.

More than that and you must pay.

Isnt that for full res photos? They provide a free unlimited service for slightly compressed photos as mentioned above as far as Im aware.

Samsung have a cloud storage solution, however I'm not familiar with any limitations on it.

I use Onedrive myself as I've an O365 sub and find it much more effective for syncing between different devices.

Previously used Dropbox. If you're with Vodafone they have a means of cloud storage through dropbox for 25GB as well.

So there are options depending on how you want to use it.

    Google Photos.

    How much does it cost?

Whether there is a cost depends on your settings. You can choose between 2 storage sizes to back up your photos and videos:

High quality: Unlimited free storage for photos and videos that might be reduced in size or resolution.

Original: Counts against your Google Account's 15 GB of free storage for photos and videos that are stored exactly as you captured them.
