Plinth Repair

    The plinth on the front of my house is crumbling and beginning to come away from the wall.
    At one part the damp proofing is showing under the wall behind it.
    Would anyone know how this can be repaired? Is it a matter of hacking it all off and replastering it?
    What material should be used?
    I'm wondering would I be better of getting someone in to do it but unsure if its a plasterer I should be looking for?
