Taxation foreign pensions

The "Foreign Pensions Section 200 of the Taxes Consolidation Act TCA says the following: social security pensions that are disregarded for income tax purposes in the hands of a resident of the country of source will also be disregarded for income tax purposes in this state (Irish State).
Any pension to which Section 200 applies should be excluded for all purposes of the Irish Tax act, whether the recipient is resident in Ireland or otherwise.
The amount of pension relieved from charge to Irish tax under provision of section 200 should not be included in the "total Income"
My Q. is: Should foreign pension income free from tax abroad be declared as income in Ireland by a resident in Ireland??

Would be interesting to hear viewpoints on this as I have overheard a few elderly people fretting over small UK State Pensions (€300 - €400 per annum) they have been receiving since retirement. Are they taxable here? I am guessing they should declare them anyway before the 30th April as Revenue would know about them.
