I was hoping to place mobile action cameras at different points around Dublin City to record at 4 hour intervals for research until was advised that I may legally need permission to do so. Would this be right?

They should specify for precisely what reasons you require legal permission as there could be many reasons. There might also be additional considerations arising after the fact .i.e. what you can do with the footage.

Where would you be placing the cameras? How do you intend to use the data?

Recording what can be seen in public generally isn't a problem. Recording private property may be more of an issue.

Placing unattended cameras on public property might be a problem.

recording in a public place isn't against the law so you can do as you please, once your not perving on someone, and for your own safety of your camera being robbed to have it where no one can rob it/them.

its that simple, you don't need permission.

If it could be considered CCTV the PSA would say you require membership.
