Lack of water from cold water storage system and over flowing waste water drains

Hello, I appreciate any help with the following.

I've an indirect plumbing system in my 2 storey house. Cold water storage cistern in attic feeds hot water cylinder, bathroom taps and electric shower. The last few days there's been a very low volume of water available from the attic cistern, as if it is slow to fill. When water hasn't been used over night there is good pressure for a while, this then reduces and runs dry. I suspected airlock originally.

When I "emptied the system of water" today, with the intention of then attaching a hose between the mains tap and bathroom tap to clear the suspected air lock, The drains in the back garden/yard started to overflow.

I now realise it's probably a bigger problem at the mains entry to the house or at the waste/soil water drainage. But I know little about plumbing, so these are all assumptions.

Note that a family friend dug up the garden two years ago as there was a major problem with drains flooding and he replaced collapsed clay pipes and we had had no issues since.
