    Hi, came across some horses a mile or 2 away from my home while on a walk ,being kept in quite unpleasant conditions, I thought.

    From the pics you can see there is virtually no grass and I don't see where they can shelter.

    There are 2 fields, 2 horses in one field and 3 in another across the road ( the second pic). The second field isn't all water like you see in the pic, just part of it is like that and the rest like the what you see in the first pic. Still very unpleasant though.

    Is this normal. I haven't a clue myself, but it doesn't look nice and they don't look too happy. I'll report to the ISPCA if anyone thinks it would help.

    Horses need hay this time of year. Look for a big round one, or the remnants of one. Horses need checking daily also.

    I'd be inclined to hop the fence/hedge and check the one laying down at least.

    Water from a stream or another source is still seen as provided, as far as I know.

    If a horse is seeking shelter, then it will stick to trees and hedges if it's cold, and if they're out all year around, then they'll have a thick coat also.

    That being said, if you're worried, then there's no harm in calling someone that can help. Might be worth asking around nearby if they know the owner and if they get hay delivered.
