Changing from oil to storage heaters

My aunt will be getting works done in her home and is thinking of changing from oil central heating to storage heating in her house she bought last year. Does building regulations allow this? I've advised against this but she's adamant she doesn't like oil and prefers storage heating because its what she's been used to in previous houses she's had.

As for the storage heating, what's the process of installing it. Will ceilings need go be pulled etc.. To route cables
